[8u20] Request for approval: java.time fixes 8046416 and 8046707

Hi Sean,

The updated implementation passes JCK tests for java.time.

The 'tck' tests are new to extend test coverage to this area of the 
implementation addressed by the issue.

They are used as unit tests in OpenJDK and will be separately considered
for inclusion in the appropriate JCK version.
