[8u20] request for approval: 8047186: jdk.net.Sockets throws InvocationTargetException instead of original runtime exceptions

jdk8u-dev is now collecting fixes for 8u40. I'll update the Project page 
to reflect this once the 8u20 stabilization forest is available. That'll 
be created once 8u20b20 is promoted tomorrow.

If this fix is required in 8u20, the phase2 / critical-request approach 
will be necessary.
