[8u20] Request for phase 2 approval for CR 8039150 host_klass invariant fails when verifying newly loaded JSR-292 anonymous classes

Bug https://bugs.openjdk.java.net/browse/JDK-8039150

I already integrated it into the 8u-dev repository as a backport because 
I thought it had made the deadline before RDP2.
This request to have this change integrated into 8u20.  The fix should 
be approved because it is very small and low risk.  The symptoms of the 
bug can be a crash during VerifyBeforeGC and VerifyAfterGC which we may 
need in evaluating any 8u20 bugs that come in.
