[8u20] Request for approval for CR 8035897 - Better memory allocation for file descriptors greater than 1024 on macosx

Hi 8u Maintainers,

I would like to request approval for 8035897, and follow up bug 8036584, for inclusion in 8u20 ( to be pushed to 8u-dev ). The 8u changes are mostly the same as for 9, but some context around the edited lines has changed, so I have included, below, a link to the 8u webrev.
