[8u20]: Request for Approval: 8041791: String.toLowerCase regression - violates Unicode standard

Please approve the backport fix for the following bug:

The fix to 8u line was slightly modified, in order to subtract the fix 
to 8032012:

There is also a change in the closed test repository, and its JDK9
