[8u40] Request for Approval: 8061957: Some arithmetic operations have unnecessary widening

I have evaluated it and there is indeed no reason for this bug to be marked confident, I made it public (it inherited its security level from its parent, for which it is a sub-task; the parent has no need to be confident either).
Also added noreg-perf.
