[8u40] Request for approval: 8036616: [TESTBUG] Embedded: sun/jvmstat/monitor/MonitoredVm/CR6672135.java should be launched with -XX:+UsePerfData

Ideally this could go into the jdk8u team hotspot forest where approvals 
are done at bulk integration time. That said, it's a simple testcase fix 
and pushing to jdk8u-dev wouldn't be a problem.
