[8u40] Request for approval for 8055063: Parameter#toString() fails w/ AIOOBE for ctr of inner class w/ generic type

So, hgupdater seemed to be doing some strange things.  When I committed
the changes to jdk9, it opened an 8u40 backport issue, then immediately
closed it, and never closed the 9 issue.  I'm not sure what's going on
there.
