CFV: New JDK8u Committer: Tobias Hartmann

I hereby nominate Tobias Hartmann to JDK8u Committer.

Tobias is a member of the Hotspot compiler team and a JDK9 Committer.
Tobias worked on the segmented code cache and fixed numerous bugs in
various places in Hotspot.
