[8u40] Request for approval: JDK-8059813: Type Info Cache flag must must be documented

Please approve backport of JDK-8059813 to 8u40. This is a documentation 
fix, I added the noreg-doc label.

The patch applies cleanly to 8u40 after fixing path names.
