[8u-dev] Request for approval: 8062233: add java/rmi/server/Unreferenced/finiteGCLatency/FiniteGCLatency.java to problem list

Hi,

Please approve the backport of this bug. This simply adds an RMI regression test 
to the problem list. This has been failing intermittently for a long time, and 
for some reason it seems to be failing more frequently these days, both in 
8u-dev and 9-dev.
