[8u40] Request for approval: 8059206: (tz) Support tzdata2014i

Hello,

Please, approve the backport of tzdata2014i changes to jdk8u40. The 
unshuffled patch applies cleanly.
The following regression test sets were executed on JDK8u-dev build with 
integrated fix:
test/sun/util/calendar test/java/util/Calendar 
test/sun/util/resources/TimeZone test/sun/util/calendar 
test/java/util/TimeZone test/java/time test/java/util/Formatter 
test/closed/java/util/Calendar test/closed/java/util/TimeZone
JPRT testing: Build and jdk_other|util|text|time tests shows no failures
