[8u40] Request for approval for JDK-8048020 and JDK-8052403 (regression in FileHandler & associated CheckZombieLockTest)

Hi,

This is a request for approval for backporting these two fixes
to jdk8u-dev:

8048020: Regression on java.util.logging.FileHandler
8052403: java/util/logging/CheckZombieLockTest.java fails with 
NoSuchFileException

Both patches were publicly reviewed on
core-libs-dev at openjdk.java.net
and apply cleanly.
