[8u40] Request for approval: 8042196 Support default and static interface methods in JDI, JDWP and JDB

Hi,

please approve the backport of JKD-8042196 fix to jdk8u-dev.
This is a straight-forward application of the JDK9 fix. The backport was 
CCC approved and all the related tests do pass.
