[8u40] Request for approval for CR 8058216: NetworkInterface.getHardwareAddress can return zero length byte array when run with preferIPv4Stack

Hi 8u Maintainers,

I would like to request approval for 8058216 for inclusion in 8u40 ( to 
be pushed to 8u-dev ). The unshuffled 8u changes are identical to the 
JDK 9 changes.

8058216: NetworkInterface.getHardwareAddress can return zero length byte
