[8u40] Request for backport approval: 8042205: javax/management/monitor/*: some test didn't get all the notifications

Please approve this backport of JDK-8042205 fix to 8u40.

The backport should be "clean", but I have to remove the modification 
for test/ProblemList.txt, because the tests in question were quarantined 
only in jdk9 but not jdk8. Let me know if I still need a jdk8 review.
