[8u40] Request for backport approval: 8050115 javax/management/monitor/GaugeMonitorDeadlockTest.java fails intermittently

Please approve this "clean" backport of JDK-8050115 fix to 8u40.

The backport should be "clean", but I have to remove the modification
for test/ProblemList.txt, because the test in question was quarantined
only in jdk9 but not jdk8.
