[8u40] Request for approval: 8057936: java.net.URLClassLoader.findClass uses exceptions in control flow

Please approve the backport of the fix for JDK-8057936 to JDK 8u40.
The jdk9 patch could be applied cleanly to jdk 8u-dev after some path 
adjustments.
