[8u-dev] Request for approval: 8073385: Bad error message on parsing illegal character in XML attribute

Hi,
Can I have an approval for backporting 8073385 fix to JDK8. The JDK9 fix 
applies cleanly after reshuffling.
Only one minor difference is that the test was reallocated from 'jaxp' 
repo to 'jdk' repo (there is no XML tests in JDK8 jaxp repo).
Testing with JPRT and JTREG shows no xml related failures.
