[8u60] Backport request: 6991580: IPv6 Nameservers in resolv.conf throws NumberFormatException

Could you please approve the following backport request to jdk8u from 9?
I'd also need to a sponsor to push the change once approved.

The proposed webrev is merely a combination of the two 9 changesets
(i.e. includes the rename of the test already) + fixed copyright header
