[8u-dev] Request for approval to backport: 8067748: (process) Child is terminated when parent's console is closed [win]

Hi!

The fix had been integrated into jdk9 more than 3 weeks ago, and it 
didn't seem to cause problems so far.

Thus, I'm re-requesting an approval to port the fix back into jdk8u.
The unshuffled patch applies cleanly.
