[8u40] Request for phase 2 approval for 8068650,8068548

Seeking approval to have these 2 bug fixes included in the 8u40 
stabilization forest.

8068650: $jdk/api/javac/tree contains docs for nashorn
8068548: jdeps needs a different mechanism to recognize javax.jnlp as 
supported API

Both are already in the 8u60 codeline and have been approved for 
inclusion there. JPRT testing shows no issues.
