[8u-60] request for approval to backport JDK-8028389: NullPointerException compiling annotation values that have bodies

Hello,

I'd like to ask for an approval to backport the following fix to 8u-dev:

Bug: https://bugs.openjdk.java.net/browse/JDK-8028389
jdk9 fix: http://hg.openjdk.java.net/jdk9/dev/langtools/rev/f5f0872a1b84

The fix applies cleanly to jdk8u-dev/langtools except for the the 
copyright year changes in Attr.java, Resolve.java and TreeInfo.java. 
These files in jdk8u-dev already contain the updates to the copyright 
years that are in the jdk9 patch.
