[8u60] Request for approval for 8075678 : java.time javadoc error in DateTimeFormatter::parsedLeapSecond

I understand that the spec. and implementation are in contradiction here.

cc'ing Joe since I think it's useful to understand if this is a suitable 
change for an update release (even if spec docs. are incorrect).

Joe - could you help decide ?
