[8u60] Request for approval for CR 8081315: 8077982 giflib upgrade breaks system giflib builds with earlier versions

The upgrade to giflib 5 in 8077982 causes a regression from u40, whereby
it is no longer possible to build using --with-giflib=system if the
system version of giflib < 5.1. This is the case on the majority
of GNU/Linux distributions at present.

The patch from OpenJDK 9 applies as is, once the file path is corrected.

Ok to push to 8u?
