[8u60] Request for review & approval: 8074125: Add SerializedLogRecord test to jdk8-u

Hi,

This is a request for review & approval to push a new test to jdk8-u.

This test has already been pushed in JDK 9 as part of a bigger
changeset: JDK-8072645.
To verify the serial compatibility of LogRecord between JDK 8 and JDK 9,
the SerializedLogRecord.java should also be pushed to JDK 8, unchanged.
