Request for approval: JDK-8140249- JVM Crashing During startUp If Flight Recording is enabled

Hi,

May I have approval to backport this fix from jdk9 to jdk8. 
I have build the jdk8 and tested already. 
jdk9 fix applies cleanly to jdk8 source.
