[8u72] Backport of JDK-8058175: XML - Attribute values with supplemental characters are being corrupted

Could we please get JDK-8058175 backported to 8u72?

There is no known workaround and it's a major problem for JOSM, see
JDK-8141097.
By the way, is it possible to add label "josm-found" to JDK-8141097 and
resolve it as a duplicate of JDK-8058175? We have verified that our
original problem is solved in JDK9 thanks to this correction.
