[8u-dev] Request for approval: backport of JDK-8049237: Need new tests for X509V3 certificates

please approve the backport of JDK-8049237 from jdk 9 to jdk8u-dev.

This backport has minor changes:
1) @modules statements (not applicable for JDK 8) were removed.
2) Copyright year of last modification is set to current
Tested with JPRT.
