[8u-dev] RFA 8130309: need to bailout cleanly if CompiledStaticCall::emit_to_interp_stub fails when codecache is out of space

Hello

small changes were needed to port 8130309 to jdk8, also aarch64 were 
moved out of openjdk scope.

jdk-8130309 isn't actual for jdk8 as there is no support for trampoline 
there for arm.

Will add noreg label.
