8154066: Exclude test java/util/logging/TestLogConfigurationDeadLockWithConf.java from execution on compact profiles 1 and 2

Hi everyone,
I'm a new OpenJDK contributor, ready for my first task.  
I would like to fix JDK-8154066 and I think it can be done by a small change in the list of tests under needs_compact3 from TEST.groups. I intend to create a patch with the fix, please let me know if you have any objections.
