[8u-dev] Request for approval: 8146961: Fix PermGen memory leaks caused by static final Exceptions

Hello,

Please, approve the backport of JDK-8146961 to JDK8u-dev. The changes 
are almost identical except the removal of unused 'abort' field from 
DOMSerializerImpl class: this field was already removed in JDK9 by 
JDK-8035437  [1] changes.

Build with these changes was tested with JPRT and JCK tests: no failures
