This is a backport of the original fix to support ISO 4127 amendment #160.

I had tried the unshuffle_patch tool but failed as the paths of CurrencyData.properties and CurrencyNames.properties are 
not managed by the tool. I had to modify the patch and edit manually to apply to 8u repo.

I had run the builds on all platforms and test with jprt.
