CFV: New jdk8u Committer: Shafi Ahmad

I hereby nominate Shafi Ahmad (shshahma) to JDK 8u Committer.

Shafi is currently a JDK 8u Author, and a member of the JVM Sustaining 
group at Oracle. He has made many non-trivial contributions to JDK 8u [3].

Votes are due by the end of Dec 19,  2016.
