[8u-dev] Request for review and approval: 8146086: Publishing two webservices on same port fails with "java.net.BindException: Address already in use"

Hi,
Can I, please, have an approval to backport JDK-8146086 to 8u-dev.
The source fix was slightly modified to remove stream/lamdba usages, 
therefore the fix is a subject to review.

The fix was tested with JPRT on all platforms - no failures observed.
