[8u] RFA: JDK-8149347 G1: guarantee fails with UseDynamicNumberOfGCThreads

I asked Fairoz to send a new approval request as this one used an incorrect bug id. (He used the JBS backport bug id as opposed to the “root” id for the parent fix in JDK 9.)
