[8u] backport of 8149543: range check CastII nodes should not be split through Phi

This request appears to be for a codereview along with push approval but 
I don't see a webrev for any changes that occurred in 8u. Does the patch 
apply cleanly? If so you likely don't need a codereview.

If the patch doesn't apply cleanly please provide an updated webrev.

Approved assuming the fix applies cleanly / you get a codereview.
