[8u76] Request for approval: 8144483: One long Safepoint pause directly after each GC log rotation

Hi,

May I please have approval to push this fix in JDK8u-dev repository. 
This bug  has only affected JDK8u not JDK9. This is a original fix in 
JDK8u not a backport. As I don't have OPENJDK account "Kevin walls" will 
push the fix for me.
