[jdk8u-dev] Request for approval : 8098581: SecureRandom.nextBytes() hurts performance with small size requests

I'd like to backport 8098581 to jdk8u-dev. It was integrated into JDK 9 
in February and should bring some performance improvements in the 
SecureRandom area. The fact that the SunPKCS11 Provider is disabled for 
SecureRandom generation will be documented in accompanying release 
notes. JDK 9 changeset applies cleanly with the exception of some 
copyright year edits.
