Good point Alan. I guess best judgement is required here. A new 
performance fix should be considered an Enhancement and marked as such 
in JBS. On the other hand, a performance fix necessary to correct a 
regression should be marked as a Bug in JBS.

We can clarify further if this proves to be an issue for the process. I 
don't expect many such enhancement requests to be logged. Most fixes 
coming into JDK 8 Updates now are mainly bug fixes.
