[8u] 8164908 : ReflectionFactory support for IIOP and custom serialization

Please review this enhancement to the ReflectionFactory to support 
custom serialization
libraries.

The enhancement [2] was originally reviewed for JDK 9 [1]; though the 
webrev is no long available.
