[8u-dev] Request for approval to backport: 8059212: Modify sun/security/smartcardio manual regression tests so that they do not just fail if no cardreader found

I'd like to backport this fix, which makes it more convenient to execute 
this group of manual tests.
The jdk9 patch applies cleanly.

Would you please approve the backport?
