[8u-dev] Request for approval: 8166591 [macos 10.12] Trackpad scrolling of text on OS X 10.12 Sierra is very fast (Trackpad, Retina only)

Hello,

Could you approve the backport of the fix to JDK 8u-dev.
There are some style difference between JDK 8u-dev and JDK 9 changes so 
it is not the direct back port. The updated webrev resolves this. It 
does not changes the fix logic so the logic is just the same.
