[8u] RFR 8154945: Enable 8130150 and 8081778 intrinsics by default

Hello

I'd like to port this fix into 8u-dev.

This patch makes intrinsics introduced in 8130150 and 8081778 to be 
enabled by default.

Basically it reverts https://bugs.openjdk.java.net/browse/JDK-8151522 
(without reverting test changes of 8151522)
