[8u-dev] RFA: 8172751: OSR compilation at unreachable bci causes C1 crash

Hi!

Please approve the backport of this small C1 fix to 8u-dev. The JDK 9 
patch applies cleanly as-is to the 8u-dev forest.

I have manually tested the fix against the testcase included in the 
changeset. Default and hotspot jprt testsets also run and passed.
