CFV: New JDK 8 Updates Committer: Ramanand Patil

I hereby nominate Ramanand Patil (rpatil) to JDK 8 Updates Committer.

Ramanand is currently a JDK 9 committer and a member of the Java SE Core 
Technologies Sustaining group at Oracle. He has made many contributions 
to JDK 8 Updates [3].
