Request for approval: 8186441: Change of behavior in the getMessage () method of the SOAPMessageContextImpl class

Hi,

Please, approve JDK-8186441 backport to JDK8u-dev. The backport is 
almost identical to JDK10 fix, except the path changes and the fact that 
JDK8 has only one copy of SaajStaxWriter class. Code changes are 
identical to JDK10.
Testing shows no JAX* related failures.
