[8u] Request for Approval for backport of 8175813: PPC64: "mbind: Invalid argument" when -XX:+UseNUMA is used

Hi,

Could the following backport of 8144019 be approved please?

It fixes the JVM NUMA detection on PPC64 when -XX:+UseNUMA is used.

I understand that it's correct to do such a request even if at the moment the
change is not in 9 as it is already in 10, accordingly to [1].
