[8u-dev] Request for approval for Japanese supplemental era related fixes - 8054214, 8173423, 8177678

Naoto,

A CCC was logged for 8054214 in JDK 9. I'd be even more cautious in JDK 
8u porting. Please log a CCC for JDK 8u port request.

If you're dropping the jdk9 testcase for 8u porting, can you please 
consider updating an existing one to test this new functionality ? It 
should be possible and it'll help verify the backport for quality team.
