Version strings and update build numbers (determining when an update release goes GA)

We provide that information in the communication announcing a specific release. See http://mail.openjdk.java.net/pipermail/jdk8u-dev/2016-July/005740.html for an example.
We don't provide separate communication announcing CPU releases on this mailing list, though, as they are not specifically produced by this Project.
